I’m fairly sure it’s because Protoss players have to go through an extra (and expensive) hurdle to get it, namely Fleet Beacon + Upgrade. With defilers, you get dark swarm the moment you get the defiler mound. But of course defilers aren’t fast flying units, so they aren’t without their own cons
