The mother is dying therefore she is making her peace, that's why Julia is telling him and she knows damned well Charles cared a lot for him more than she did and if anyone can find him he can. That's why she asks him. This is why modern people have a hard time embracing period words, it boggles their modern minds trying to interpret things. You cannot watch a series like this or read the book with a current perspective. Julia was not being manipulative, the mother was not fit to see him and say so personally so her daughter saw to it on her behalf that her message was delivered to him. Charles arrived armed with knowledge of Sebastian and was full well ready to go to French Morocco on his own. At this point he had a history with the family so...

Julia also was superficial, in Saying “I think Sebastian would want it too, if he knew” . It’s obvious she did know of Sebastian’s dislike but was too absorbed in her own life to care much
