Pricing on the Dacia Spring varies a lot, in different markets. In Germany you pay roughly the same, without subsidies, as in the Netherlands with. (Roughly 16,000 and up.) In Romania it starts at 10,600 without subsidies. (Less than 9k with subsidy) To be honest I would not expect the customised Cargo version to be cheaper than more luxurious but kinda standard ones. With lease contracts it might be a good, or possibly better, deal though.
