If this is communicated/notified by the commission, then you can follow it. Otherwise, I suggest sticking to the basic pattern of 10, 15, and 20 in some cases.

Sir, APCS ka mains exam meh jho answer sheet hota hai uska size or design kaisa hai? Eg: A4 size, rectangle or square shaped?

Typically A4 size papers and with some borders around the edges. A sample can be downloaded from the commissions website.

It is totally up to you, if the interviewer ask about it then justify your answers based on your choices. No one will take it otherwise.

SUPERINTENDENT etc have better carrer prospects in terms of promotion, perks, posting, sanction power (DDO) etc . than APCS officers. Sir since your are in the department now and know the ground realities, is it true or something else?
