Milord Dagoth, I would rate Black Marsh and Elsweyr higher, C tier, because they're like sheds or Home Depot or something, where the farm tools are all neatly arranged, easy to reach and ready for use. You know where they are. At least they are useful like that. It would be a shame if the farm tools were just lying around all over Tamriel.

Black Marsh isn't all bad, in fact I like it solely for the fact that it provides some of the best farming equipment in all of Tamriel. They even managed to not only push back the Oblivion army, but straight up invaded the realm themselves before the Daedra had to close the gates located in that swamp. It's like having a reliable store owner suppkying the best armor and tools while simultaneously being deadlier than the most heavily armed Imperial dog or the most drunken Nord N'wah

though i would say that saying Elsweyr only having deserts is one sided considering that it is the only place to find tropical jungles in Tamriel. As for Blackmarsh you can thank the hist trees for warning the Argonians about the oblivion war and thus the Argonians curb stomped mehrunes dagon's forces...then proceeded to curb stomp Morrowind shortly after.
