I think i have an answer to that, since Daiki build the soundtrack for the GT series it could be that Polyphony could be holding some of the Copyright of it, it could also be the reason why the inFamous soundtrack was removed from Spotify :/

Say what you want....Forza is a great game....but the feeling Gran Turismo gives you is just unique :)

I have to admit, it really is true. Forza is an excellent racing game franchise, but Gran Turismo surpasses it in gameplay, the immersion the racing provides and a great amount of content that encourages the player to continue. And GT's soundtrack is even better. I like Forza a lot, but GT is really on another level.
