Karen, if you are having calming toner or hydration toner /essence or soothing toner any toner without exfoliating ingredients, you can use it min 3 layers, ofc only if you feel secured 1st to do it, do it morning and night & if you have free time and see that your skin still absorb with the 3 layers of that toner/essence you can add one more layer. i learn this from k-beauty , but only when our skin still absorb it. my skin until last year also dry, dehydrated & sensitive.
