brother, you have to understand that money is the root cause of crime. if you ask criminals why they did their crime; most of the time it is rooted from money. davao city is the central commerce and business sector of mindanao; which is why rules have to be followed. your kind of “freedom” cannot be given due to the nature of our city. maybe when you travelled, it wasn’t a central business area. take for example siargao, you can have a humble living through natural resources and not worry what to eat the following day. basically, the environment dictates what kind of rules are allowable by the local government
