The guy at 20:28 is conflating single-use and single-purpose. Plastic straws are in fact single-use as using them outside of their initial use is not intended due to the structure deteriorating, it just so happens that they're also double purpose; this is an especially important delineation to make, as a turtle ingesting a straw inherently makes it single-use in this scenario.
