well kind of, but no. when a glass is properly chilled you will be able to visually see that its chilled, like how the shaker frosted over when he shook. if he wouldve simply added water it wouldve chilled properly. you can chill a glass with just ice, but it takes longer since there is less surface area of the ice in contact with the glass

it’s cause bartenders have little hydraulics within their vests that add as counterweights when they throw something.
