Bengal has 68% hindus and 28-30% of the population is dalit so basically 40% of hindus are dalits , so they are stackholders of the religion and dalits have very bad relation with muslims here , most Bangladesi hindus are also dalits who are being converted . Here , manual scavenging was not rampant and those communities who used to skin caracass have converted to islam already. So , there is huge difference btw dalits of bengal and up , bihar . Since in UP dalits are only 20% where hindus are total 80% and most of them still skin animals and indulge in manual scavenging . The literacy rate among dalits and general population is same almost . A simple solution would be for the Govt to make mandate for each and every hindu temple in India to own a Goshala, The temple will maintain and nourish all cattle requirements through the offerings of Devotees and either ways the temple can make use of all dairy produce from the cattle, If this concretely executed the issue of Beef Slaughter can be evenly neutralized and hence bring communal harmony, Just a thought!!

First of all it's in the Constitution to ban cow slaughter. Article 48 of the Constitution of India mandates the state to prohibit the slaughter of cows and calves and other milch and draught cattle. If Hindus believe that cows should be worshipped, I wonder why those Hindus leave their cows all over the streets of India in a pathetic condition. We hear and see about so many deaths of stray cows due to accidents. The owners when they cannot Feed the cows, leave them in the streets. They wonder around eating whatever garbage they find in the streets . If cows are meant to be worshipped why do the Hindus leave them just like that in the streets??
