"Vegas" doesn't have to make "a call" with the lines. Vegas makes their money off of the fee the charge on the bets(vig). The line is set up so the bettors are pretty equal on both sides on the lines. The customers are more or less betting against each other. If the betting starts to tilt to far one way, they move the line to even out the betting. If things go crazily towards one side, they treat the event like it is fixed and close down betting and pull the event off the board. Long story, Vegas doesn't have to cheat.
