How about what if Roxas never left the organization? Or What if Sora decided to keep his memories of Castle Oblivion?

The scaling here is a little bit off; at the end of 358/2 Days Roxas was one of the strongest characters in the series. Throughout the entire game he was basically at half power due to Xion continuously sapping his life force, which is why he became so busted OP after Xion died (and Roxas got his second Keyblade). And even then he still stomped Saïx at what could be considered half/less than half his full strength. This scaling via Saïx alone would put Roxas *significantly* higher than KH2 Sora. I genuinely don't think anyone in the Organization would be able to stand up to Roxas at this point in time, with the sole exception of Xemnas. Riku just couldn't risk Roxas getting killed if it meant that Sora would never awaken, which is why he needed to give in to the Darkness and stack Ansem's power on top of his own to win. And even then Xemnas could probably only win if he merged with the artificial Kingdom Hearts, which itself is contentious. In one of the Secret Reports Xigbar states: "The gears of Xemnas's plans have begun to spin wild since the loss of half our membership at Castle Oblivion. The results are there, but can this state of affairs fairly be called a success? If Kingdom Hearts can be said to possess a mind of its own, it is surely rejecting Xemnas - no, rejecting Xehanort. Roxas left the Organization today." So if the artificial Kingdom Hearts, which apparently has a will of its own, were to reject Xemnas, then he would lose - especially if it chose to empower Roxas instead; as he and Xion were the ones who actually created it.

It was confirmed by Nomaru that at the time Roxas was not strong enough. His return is when his heart was fully developed.

How about what if Roxas was a normal nobody and wasn’t affected by Ventus’s heart as much as in canon, so he would basically look exactly like sora and have all of sora’s memories, but not his heart.

As cool as that would be, I don’t think Roxas’ appearance would change much in the story. He mostly had the memories of Sora in the games, and the only thing he shared with Ventus was the way he looked.

The other nobody’s are basically just there somebody’s without a heart so the hypothetical ‘Roxas’ I’m talking about is basically just another sora except he’s missing his main characteristic, his heart and his heart is running around thinking nothings wrong. Roxas had the memories of sora? Didn’t he not even know who Sora was until way later in 358? I remember an early plot point in 358 being that Roxas was walking around like a zombie because he had no memories.

Yep! He had basically no memories! I’m not saying he KNEW he had em, but when he had some weird memory flashes all the time, he’d mainly have all of Sora’s memories flash and none of Ventus’. I see where you’re coming from though, and maybe 🤔

Roxas only really gained the memories because they passed through him on their way to xion. I think if roxas was not a special nobody(he is because soras heart got a new body before he even woke up), then he would literally just be sora. He would have no real motivation to question what the org is doing at first, similar to actual roxas, because they are only stealing hearts that are already lost. He would probably start suspecting that there is something wrong when they complain about halloween town has too few heartless. Not only are they willing to harm the world by returning them, there is no reason why they would rush Kingdom Hearts if the goal really was just getting hearts. That could wait for a bit more. Because this is sora and sora does sorathings, he would probably try to turn as much of the organisation over as possible. Obviously this ain't working very well because the only people that actually give a damn about roxas in canon are axel, xion(who still has to die) and luxord. Everyone else just sees him either as a scrub or a soldier for the team. He then would oppose the org and what happens at that point is unclear. I can see riku actually helping him in this scenario instead of forcing him to return to mainsora right away, because this roxas is really just another sora. And I think nobodysora would be more willing to return because he has no real reason not to.

if you go back to this "kingdom hearts: What if" scenario, i would want to see one simple thing that can change the whole series: "What if Ventus ACTUALLY got able to follow Terra to Enchanted Dominion"

I personally do not really see it happening. There are a lot of possible outcomes. Like for example roxas not actually taking the bait and following xemnas(because that guy had to basically retreat into the dimension of KH to gain his stronger form and all roxas technically has to do is set the huge combination of hearts free while he is in there and the fight is basically over). And even if he is caught, it is reasonable that Riku might try to contact mickey before storming the castle as that suddenly became a matter that went beyond personal motivations. Not to mention that it is possible that the org does not even know that namine is with diz and it is even possible that they do not care that much considering they did not try the clear possibility to pull a marluxia and attempt to control sora in KH2.
