From the stage settings and costuming, this looks like it is part of the intermission show for '99 ESC held in Jerusalem; compare it to the clip of Dror Yikra & Free.

It is Jerusalem, but it's not from the 1999 ESC interval act. It's taken from the 2005 Israeli independence day special on IBA channel 1, which was held inside the Jerusalem citadel (also known as tower of David) in May 2005. The 1999 ESC performance was in the Sultan's Pool (which is located in the valley of Hinnom), with the Jerusalem citadel seen in the background. Both acts are inspired by Jewish-Yemenite culture, which could explain the similarity in styling and theme, and since both were produced by IBA it's possible they were both directed and conceptualized by the same person.
