I consider the Sinkinson Waltz demo to be flawed. Whilst he wanted to show balance at the each of bar of music, the flaw is that the dance moves from bar to bar and balance is actually achieved by moving. By stopping to demonstrate balance at the end of each bar destroys the flowing movement of dance.

Thank you for your wonderful comment! Totally agree with you that "stopping to demonstrate balance at the end of each bar destroys the flowing movement of dance". However, Sinkinson's demo here is a training method of getting balances, this method is used for every kind of dance.
