I bet to get the key for the dev door on the last level, you have to get that star right after the first checkpoint without going into the walled off area, then you can kill the thwomp that comes down. Watch from 18:36 to see what I'm talking about. I think the thwomp has the key. After you've got it, you just go in the warp block to the left of the CP and that takes you up to the key door which is at the top of the structure. And the key door dumps you on the flag.
