Something quiet, just two of you, special, romantic.. Not too extravagant (going broke over a proposal isn't cool, at all, starting a marriage off in financial difficulty makes you a fool). Tell her how you feel. Tell her you're not going anywhere. Give her a choice to say no. I think today's world has made it seem like flashy public proposals are more romantic. I don't think so. They don't give her feelings any consideration. It's putting pressure on her to say yes.
