A Fed worker BBH kidnapped a while ago to..."convince" him to tell him where the eggs were and to get information. He ended up feeling more and more sad about it and ended up freeing him, but since Ron was awakening feelings(Like, human feelings, not romantic) and he started to doubt if he wanted to work for the federation, he is staying hidden here to protect himself

he is not trying to kidnap qPac, the cake thing was actually a misunderstanding, a recipe dapper made for qbad to send him to sleep, and qbad gave qpac some not nothing that, now he is trying to actually get a friend for Ron and qPac has been his first choice since the beginning cause of his friendship with Walter bob and him knowing qPac would never risk something happening to Ron, also the long staying it's simple because he wants Ron to have come company
