i thought that the japanese only started outsourcing after year 2000, turns out the koreans have been making anime with the japanese back in 90s.

Nope farther then that in to the 80s at least. What they would do is out source the animation to a Korean studio and what they would get back at that time (80s) would be objectively bad but they would clean it up and it would save the Japanese studio time or help them catch up if they where falling behind. As a side note all the super bad animation people make fun of in the original macross isn't Japanese it was Korean out sourced and they where so behind they had no time to clean it up.
