The 2022 Annual Report of the Prosecutor's Office of the Republic of Armenia was discussed recently, which is a very good tool for evaluating the effectiveness of our policy.
I suggested to the Prosecutor's office to pay attention to the following circumstances:
We have some issues with collecting statistics. I mean problems not only from the point of view of methodology, but also from the point of view of legislative gaps. Here, especially, the legislative body has work to do.
The Investigative Committee does not collect statistics about femicide.
Another statistical gap concerns suicide cases. In this case, there is a mention of the person’s employment status, whether they are pensioners or not, but again no information on how many of them are women, how many have disabilities. For example, are there people with mental health problems among people who have committed suicide?
The Annual Report did not address crimes against children and vulnerable groups as well as encroachments on the rights of people living in institutions. I think that the lack of crime reporting still doesn't mean, unfortunately, that we don't have such a problem.
My colleagues from the Parliament and I have initiated a number of changes to fill some legislative gaps, and will continue to work with the Prosecutor's Office for improving mechanism for fighting against the violations of human rights.
