See my above comment. Congress gives president money to spend by budget. Congress puts the money in different pockets. The president can only spend a pocket for the designated purpose. The pocket for the Pentagon is the biggest pocket and should be reduced but that's why he has plenty of money to spend on War. Meanwhile Congress has to vote to refill the pocket that goes to disaster relief.
