There's spawners for both of them in the same spot but it only loads the one you're fighting with, enemy data is directly coded into the level so it's not like Iris or Double can just spawn. Still, someone here on yt DID make a playable Zero vs Double on the PC version but they lost the files, someone then did try to make an X vs Iris fight in the PSX version but X couldn't damage Iris and viceversa

My findings are that it is possible to replace Iris with Double and vice-versa, having the character fight opposite bosses But the game will not load graphics and sounds related to them, making them invisible Even if you could fix those, you cannot deal damage to them without the proper character (Game treats the attacks as being reflected), so you would also need to come up with a workaround for that as well
