No license, no insurance, and running a red light. In my mind that's a recipe for disaster for some law-abiding victim that gets plowed into at the light they ran and has no recourse. That individual should be on their way to jail and off the streets to protect the public not let go with a ticket because they owned up. They knew they were caught anyway and don't care about a ticket.
