I think in the 2 player cabinet if only one person is playing this is shown on the other monitor

You need a linked cabinet of 2 arcade where player 1 can play the game like usual and player 2 can choose to play along or pick a live cam to observe player 1 gameplay and check surrounding

For the Live Camera, the characters inside this game seem American, but the voices sound like they're done by Japanese people.

Usually for games from this era, the actors themselves are American, but they're given voice direction from Japanese people. That's why games like the first Resident Evil sound so odd, despite the actors otherwise sounding like native speakers.
