This kind of things happened a lot in Japanese media and Japanese love it. It makes the characters less shallow and not one dimensonal. 0:25 Dazai is grinning here but I don't think he was amused (okay maybe he was a little amused lol). To me that smile is more of surprise and anger, maybe even a little bit of nervousness? It's not a happy smile, that's for sure, I know because I speak from personal experience. If I feel intimidated by someone or get really pissed off at a person, I also sometimes involuntarily smile or even laugh (I swear I'm sane lol). I can feel Dazai just seething at the way this dude casually brings up his past and his crimes, I think it catches him off-guard despite this apparently being his plan to get thrown in Meursault. Dazau has done his best to forget his past, more or less leave it behind, despite making use of his Port Mafia connections to gather intel and collaborate with the Port Mafia from time to time for the sake of the Armed Detective Agency. The fact that someone was able to dig it up after all Ango did to hide it (and to have the audacity to do so to his face) must reallllly be on his shit list. I have no real basis for this, but I have a theory/personal headcanon that Dazai does regret his past actions and maybe even feels a bit of remorse over what he did, so it's kind of a sore spot for him to be reminded of all the evil and mayhem he caused.

Furthermore, they are on opposite sides, they are more likely going to cause each other trouble than anything, especially since the police or whatever want neither side to win. I get ur point, but you are thinking about the what of this scenario (Police letting inmates talk) rather than the why (Two incredibly dangerous mastermind enemies discussing in code and are out to kill each other). If anything, letting them talk to each other is doing them way more good than harm especially for team Agency.
