Not sure if this is true since it's quite possibly a translation error, but apparently Turles looks like Goku because he was meant to be a reflection of how Goku might have turned out if he was raised in the more traditional Saiyan way. Still doesn't explain the deal in-universe, though.

turles looks like goku because toei came up with the idea that low class saiyans have a high probabiity of looking like each other. this isn't canon to the manga at all cuz the misconception the anime makes is low class isn;t like how all grunts in avideo game look the same the saiyans have a aristocracy and goku was from a family that wasn't high ranking hence low class
