Happy Freeza Day! Plan to Eradicate the Saiyans was an old OVA with a video game around it iirc. It was remade (without the game) for DBZ Raging Blast 2, which is why the animation TFS used looked more modern. Raging Blast 2 came out around a decade before DB Super.

Basically Turles was made to look that way because the people behind the movies not related to the people who made the manga wanted an evil goku and thats why pint blank, explanations by fans then followed and the studio originally sais he was a distance relative to goku like his cousin but that was scrapped and its. to because low level saiyans tend to look similar because there species is so small and the pool is small between mating so a lot of traits are shared.

He's stronger than Chaotsu. Chaotsu has decent ki control but that's all he really has going for him. Though Similar to Guldo, his psychic powers would normally let him hit above his weight class, however he's criminally underutilized and outside of the 22nd WMT, doesn't really do anything of note besides getting 1-shotted by Cyber-Tao in the elimination rounds of the 23rd MWT, and rigging the tournament lots to ensure none of the Z-fighters would fight each other before the Tournament proper (which is literally the ONLY thing he continues to do for the rest of the series of note aside for blowing himself up that one time).

Tree of Might is the 3rd movie for DBZ, so it happens pretty close to the saiyan saga in terms of time-line (not that the movies fit into the time-line at all). Also, that Yamcha move is called the spirit ball

Some of them could fit into the timeline, even though they weren't canon. Like the first Cooler movie could've happened during the early part of the three year training for the Androids, the original non-canon Broly movie could've happened during the wait for the Cell Games, and I'm pretty sure Wrath of the Dragon (the one with Tapion) could've happened after Buu's defeat, but still before the DBZ epilogue where Uub showed up.

Turles is definitely a Saiyan since the movie villains are rip-offs of the canon villains, Slug=King Piccolo, Turles=Vegeta, Cooler=Freeza, etc. It is theorized that Turles looks like Goku because lower Class saiyans tend to look very similar, and since saiyans have a history of looking like theirs fathers, the lower class producing very similar saiyans kinda makes sense.

The way the Dragon Ball movies work is kinda funny. Instead of taking place between arcs, they sort of work as a parallel timeline. Tree of Might was the first one to have a direct sequel (Lord Slug), and from then on their world runs along where other arcs would happen, meaning the arcs space out weirdly. Example: Cooler has to have some reason to go to earth, so some sort of Namek event still takes place, but Goku came back to earth early? Point is that there are similarities between most of the movies and the arcs that where going on when they came out. A video by Dragon Ball University called "Why The Movies Can't Happen | Dragon Ball Z" does a really god job at showing everything off right. But I'll put a simple rundown below this. Rundown: Deadzone = Evil King Piccolo Saga of OG DB. World's Strongest = Raditz (yes, just Raditz). Tree of Might = Saiyan Saga. Lord Slug = Namek/Ginyu Saga. Cooler's Revenge = Frieza Saga/after Namek explodes? Cooler's Return = 3 year gap/begining of Android Saga (A19 & A20). Super Android 13 = Middle of the Androids Saga/start of Cell Saga. The Legendary Super Saiyan: Broly = Cell Saga/before the tournament. Bojak Unbound = Soon after Cell Saga ends/before Trunks leaves. Broly Returns = Gohan's high school "Saga" (but Videl can already fly and knows everyone???) Bio Broly = Before Buu is released but after the 25th Tenkaichi Budokai? Fusion Reborn = Super Buu Saga. Wrath of The Dragon = Post Z.

There is 2 main reasons why turles looks like goku. 1. He says all low class saiyans look similar because they are basically all considered garbage. (Fumb reason) 2. Yamcha has a special ultimate called Spirit Ball, not to be confused with Goku's Spirit Bomb but it is similiar. The cool thing about Yamcha's version is his ability to move it in flight as well as its lower cast time compared to Goku's Bomb.
