This is Mugen, most of these characters have been made/edited/pulled from different games and creators, so there's definitely not a single person/team behind it! But it is amazing! If you can learn how Mugen works, you can build your dream anime/superhero fighting roster! It's awesome.

This is a fun one for me. I feel like the power scaling for these two universes are both busted in completely different ways. The DragonBall feats are planet buster level by early Z (thanks Vegeta). And the Naruto feats never make it there. But in terms of broken spamable abilities, Naruto takes the cake by Episode 2 (Thanks Kage Bushin no Jutsu). As seen in this Mugen tourney, spamming usually wins.
