To be honest UI was a technique that suprised the gods, and MUI made them all in awe as not even Gods of Destruction had mastered this form. All the gods of destruction have been trained by the angels so if goku gets trained by Whis and Vegeta by beerus what does change. Beerus said that UI isn't the only technique of the gods cause the Angels taught the G.O.D the Hakai. The difference between the Angels/Gods and mortals it's the only thing that counts cause they've trained for millions of years while Goku and Vegeta that are mortals have trained for only 50 years or so. The only reason why the angels are stronger than the G.O.D it's because they've been created for training and assist them but Goku is not an Angel and Vegeta is not a G.O.D even though they posses their power dosen't mean anything. None of the gods said that UI is stronger than Hakai, they're different in terms of technique not power, that depends on the user.
