Leon is definitely one of those bosses I didn't feel bad killing. He just has an overinflated ego wanting to one-up Chuck thinking he's gotten soft since losing his wife. Though he would've made for an interesting rival to deal with in the game and if you keep beating him he'd eventually be recruitable, would've made bosses more different from each other.

Too bad not every boss has hidden options to try and recruit them but clearly some are more insane than others. Leon for instance isn't totally out of it, he just has a big ego and wants to one-up Chuck.
