In this league (with vengeant cascade) LA is better for cost-effectiveness. But if you have a VERY large amount of currency, the Tornado Shot is better. Most likely in the next league, the developers will nerf VC, so you will have to build with TS (most likely).

Generally speaking: Windripper is bad...I would only use it on white and early yellow maps and assuming I have a bad rare bow.

for Headhunter? Sure! For Tornado Shot you need Helmet Enchantment (additional secondary proj). If you have it, you can use TS instead of LA, but LA is much easier to build

No way in this build. To use this Flask on full life you need to be a Pathfinder or Ranger and use Forbidden Flame and Forbidden Flesh with Master Surgeon.
