To be fair. It is character dependent. Some characters are just shit eg. Anton, grace. Some characters need good team eg. Ellen, zhu yuan. Just in case you build those characters unknowingly that it is going to be shit, you are just in damn unlucky. Why even Rina cannot buff herself but soukaku can do? Hoyoverse does not give a damn about character balance

She is even harder to play than Billy. She cannot cancel her basic attack. It is not worth to build her other than simping her
