Change your birthdate so that you will be above 18yrs of age. Facebook doesn't allow minors to post something in public

It's because you don't have followers yet sir. You can activate follow button for the meantime. And wait for someone to follow you. Or make a dummy acct and follow your personal acct. Then you will see the option of enable followers
