It's not just bureaucracy, it's _levels_ of bureaucracy. Like, you submit the proper paperwork but then you have to submit more forms to another person higher up. And it just keeps going. Life in Japan is one big Fetch Quest.

Odds are they will be missions like get them to travel throughout the many districts of Japan that could take weeks maybe months that would easily make them lose their jobs if they keep disappearing like that
