I think it sounds much better to use sostenuto pedal in measure 18, 20, and 22, so that the stacatto notes can actually be played staccato as written. In m. 20 & 22, the whole note A on beat 1 should be played by the left thumb along with the 2 notes in the bass clef, and then the low G is played in the right hand, with the sostenuto released and immediately re-engaged after the low G. This releases the D-flat damper, so that the subsequent C-sharps on the same key can be played as true staccato. The pedaling is a bit tricky, but it sounds much better that way, and more like what Debussy had in mind. Try it. In m.18 the low A needs to be played and held with the left hand, because the sostenuto is pressed after the whole notes are played and held all the way through the measure.
