Because decaying winter is too hard for most because if you have to factor in alot of crap like moral, rations, team comp and having your playstyle fit with others so it doesnt bring the team down and also because the majority of the playerbase play adopt me, brookhaven or other casual games and dont look for a challenge, 90% of the players that join decaying winter leave because its too hard and go back to casual games but the 10% are true agents, going to win at any cost even if all odds are stacked agaisnt them no matter what the game throw's at them, with skill, patient and a shit ton of luck only they stand agaisnt the storm and its adversaries (ik the ratio isnt exactly true but you get the idea)
