With footing full fdn beam can't be casted because after footing casting on top of it need extra shuttering for extra top level of fdn beam. So better to cast footings 1st then fdn beam. If there's in any alternative way to cast together then possible to cast at same time.

In detailing of that particular footing(where we give footing layout plan for Execution purpose), Should I place that particular footing Concentrically with Column or Eccentric.

No, obviously use concentric footing until there is no positioning limitation.
