They are not entirely wrong. Poor people (educated or not) commit more crimes specially rape. Many social researchers proved it. Rich people commit such crimes too but less. Yes the rich has money to cover up. That's what happening in Kolkata case. Politicians are always committing crimes. But most rich people don't want to be involved into such things because it would damage their image and cover up coasts a lot of money. And a lot of rich parents teach progressive values. Sorry but most poor parents can't teach progressive values to children. Things such as consent, s*x education and stuff, most poor families don't understand these concepts. They only teach daughters how to dress and not do this and that. While sons are given COMPLETE freedom. Even my own mother didn't teach me anything progressive, she is heavily conservative. Backdated mentality and patriarchal society causes r@pe. That's the main reason western countries and east asian countries have less crimes such as rape. These countries have better society, progressive mentality and less poverty.
