I would say that is a spring or autumn tide , rather than the actual bore tide. This looks like the wind was holding it back too ,which is why it was slow The true bore comes every 7 years and is bigger . A true sight to see

Is the Bore at exactly low tide ?

There is no exact low tide but a 6 hour low water stand . Water level at Saltney Footbridge stops falling about 4 hours after high water Chester ( 1 hour after HW Liverpool) and begins to rise as the bore arrives, about 2 hours before HW Chester. The best bores happen on spring tides with low atmospheric pressure and little rainfall in the preceding week.
