Is it forbidden to just full send in a checkpoint then double respawn to gain time ? Like the first one of floor 9 we see Kubas trying to get it with the intended way

No, its not forbidden. You can do anything to save time.

TM is all about just get the cps and the finish as fast as you can no rules. Thats why there are so many shortcuts on maps

I got to checkpoint 13 and gave up because I don't know how to ice slide cleanly enough with 20 fps on my crappy laptop

This ice slide was my first real obstacle, but floor 8 killed my run with turtles.

with checkpoints this frequent it kinda destroys the possibility for shortcuts

All checkpoints should be linked at the finish, so that shortcuts are possible. Jnic once missed a CP due to a shortcut, but the finish still worked.
