NYC is very different than the rest of the state of NY. I've been to NYC as well as Corning and have driven through NY from PA to and in Buffalo. I wouldn't drive in NYC unless I was travelling and just getting there or leaving. The only exception would be if I was going to or coming from somewhere further east from NYC.
