U aren't allowed to touch him I think coz they don't take his safety for granted even when u are giving an award and are not at risk. Of course she's harmless but u can't asume that and take his safety for granted. So I'm sure there are protocols that were read to the recipients like maintain distance or something like that. If there were no rules, his life could be at risk.
