The reason for this is simple. USA and China build slower when the power is down. GLA builds normally with the power down. When it gets power it now has an advantage.

It also ruins the game - if one/more players are not playing to win and just fool around, plus they constantly talk during the game how they are not playing to win, it ruins the pleasure of playing for other players as well. Imagine you pay, let's say, $500 ticket for a Champions League game only to watch one team say at halftime whatever we're not playing to win we don't give a fuck we're just gonna let other team score five goals. You would feel cheated. Well, same applies to ZH FFA or any other game. If a player doesn't play to win, then everybody loses, including the spectators.
