I think people don't realize that Jotaro didn't surpass DIO's time stop, he simply managed to learn how to stop time himself for a few seconds, and timed just before DIO's was ending. Time stop is shared between anyone with time stop powers (Jotaro & DIO in this case) so that's why Jotaro says "I stopped time at nine seconds".

It was both, he became strong enough to obtain 5 seconds which is why he immediately paused time all over again instead of having to wait like before, in a sense splitting the 2 seconds he had in DIO's timestop and using that newly acquired 3 seconds to stop time on his own

Yeah you can actually see DIO's time stop end and Jotaro's time stop begin at 9:11. It goes from the greyscaled time stop to colour back to gray again when the steam roller drops

You can see it in the blu-ray version, just before being crushed by the steamroller, Jotaro's eyes glow in blue That's why Jotaro survived being crushed and paralyzed dio just after

People just got it right. The databook says that Jotaro stops time on top of other Stands. Therefore, if there were still Stand users who could stop time, they would have problems with it.
