Reasonably, The Moon himself is close to being defeated because he is the only one who hijacks The Government to k--- the humanity. Although, it was a hoax, and it's not the Government who- a mere can controlled it.

Technically it is. The hijacking was caused by the Moon in an attempt to make everybody kill themselves, not the Government like we all initially thought. Yeah, the message was made by the government, but the one who hijacked the channel and broadcasted it was the Moon. So by cutting off the message, it avoided more people from killing themselves, stopping the Moon from getting what it wanted.

The Moon hijacked the broadcast, hoping the message would get everyone to game-end themselves. The broadcast was taken down by the government before that could happen. It's really the only time HIM has been defeated, so...
