Civilians are protected by human rights laws, manipuri people have a distrust in the government so any attempt at using blunt force will just push more manipuri people towards militancy. It's better to use the army to cut off all supply chains of weapons for these militants, negotiate with local level groups, help setting up the state government and obv stop the spill over effect into nagaland, and other ne states.
