Too much focus on the lower stretches of the Lee. WE need to manage the whole catchment area of the river. Intensive farming, land drainage, loss of wetlands and even the dams have all impacted the rivers ability to deal with flood scenarios. We need to repair the damage caused by humans over the centuries. Replanting vast areas of the river catchment, especially upland areas, with deciduous trees, reestablishing wetland areas like The Gearagh, slowing down runoff from rural and urban areas, all of this will help. The tidal barrier seems to be the most effective defense against storm surges. Walling off the river will not prevent flooding in the city. The water comes up through the drains!

The billions you waste on bandaid's could be better spent demolishing and relocating to much higher ground. You can't stop or control nature's elements, engineer's should know better.
