Suppose if i include design should be ready and approved before development in DOR, does it sound like a waterfall ? Please clarify

All these things should be seen in context, many teams get value of having design and UX work done in advance so they have clarity about work in sprint, at the same time many team does it inside the sprint, it all depend on how frequent your requirement change and how the teams are designed.
