That's what happens when you have someone powerful. Ppl get lazy and over reliant on that single person. All Might wanted to become a symbol, to let everyone know that they're safe. And he did, but he ended up sending the wrong message. He sent the message that ppl can just rely on heroes to do everything, when he should have been inspiring ppl to work together, both civilians and heroes as a community rather than just a sole person being burdened.
