A sample of a twisted moral: I agree, I agree; there were human rights violations in the war on drugs, I agree, I agree. Dela Rosa said, with eyes wide open. Yet he refuses to take own responsibility. Why would you argue in desire to protect Duterte? Why should dela Rosa be responsible for violent cops? He did not tell them, "go out there and kill innocent people ''. He did not tell those cops to torture innocent people begging for their lifes. Duterte did not say triple the killing of innocent people. He said triple the killing of druggies, pushers and drug lords. RIGHT, ... Yet, such simplicity of argumenting can not stand. Duterte is not as innocent as Abante wants to believe. (For the knowledge: Abante said, we invite Duterte not because we accuse him. Never accuse him, he did not know what happened on the ground, he needs to see that. Never accuse him!) Here we do not talk about Duterte, we talk about the responsibility of Bato dela Rosa as chief of the PNP. In his responsibility for the PNP. The campaign of the war on drugs did start with an unspeakable number of deaths. Dela Rosa has a 2 way defense: He argues that if Duterte did not order the killing as committed by violent cops... and... he says we must file cases against those violent cops. With that dela Rosa wants to make us believe he can not be made responsible. It would be naive to believe that. Dela Rosa did not go out to kill, what he did or better what he not did is but the bigger crime. He knew very well what happened out on the street and what his men were doing there outside his office. Yet he covered for them and gave rewards. He is even responsible for what they did. He initiated it. In the preparation for this war on drugs, he not only came with a plan "Oplan Tokhang" he also brought special skilled men from Davao. They were called the Davao boys, killer troops. Men with special kill skills. For instance, one of those Davao boys with special kill skills was involved in 29 police operations with the result of 56 deaths. That is a clear intent to kill. The choice to involve those kill skill personnel from Davao is a heavy evidence that EJK in Davao indeed happened. The lack of by law required reports does directly point to dela Rosa`s responsibility. As we know from the officials of internal affairs, there are at least 2 laws in the code of police procedure which makes it mandatory to file criminal cases against policemen involved in shooting, even more if involved in killing.This procedure is also important in a view to acquit the policeman involved in the result of death in police operations. It would at least prove that the policeman did act legally in order of his duty. Not a single criminal case against policemen involved in shooting and or killing was filed under Bato dela Rosa despite that it is required by PH law enforcement laws and codes. Not a single case was reported to the internal affairs. The reports at all lacked the possibility to even investigate such incidents. With that Bato dela Rosa did not just violate and ignore police procedure and law. He planned the way for police impunity. Bato dela Rosa must answer many questions referring to his own responsibility and can not rely on the responsibility of others' crimes committed. It is his crimes which made other crimes possible. He can also not rely on a given or non given order as from Duterte. How he interprets such given or not given order is in his own responsibility. If he instructs his men with negligent or gross negligent orders he can not claim he has nothing to do with it if the result of his orders come back fatal as we know. Dela Rosa can not escape the accusation of conspiracy in the war on drugs directed to undermine rules, laws and morals of society. He is part of this incitement and has proven his guilt in the function as chief of the PNP
